Born in 1946, Fukumura studied composition and conducting at the prestigious Toho Music School in Tokyo. Having established himself quite early in his career as a leading conductor in Japan, he has enjoyed dividing his time between conducting orchestras across Asia, Europe and Latin America over the last fourty years. 

Maestro Fukumura had been music director of the Tokyo Ballet, Kyoto Municipal Symphony and the Nagoya Philharmonic, and gained national attention conducting the NHK TV Concert Series “Music of the World” in 1970. He has conducted orchestras from all over the world including the Japan Philharmonic (Japan), BBC Symphony (England), Sicilian Symphony (Italy), Dohnanyi Symphony (Hungary), Beijing Central Philharmonic (China), Singapore Symphony (Singapore), Seoul Philharmonic (Korea), Taiwan National Symphony (Taiwan), Vietnam Opera and Ballet Orchestra (Vietnam), Bangkok Symphony (Thailand), Delhi Symphony Orchestra (India), Myanmar National Symphony Orchestra (Myanmar), ASEAN Symphony Orchestra for 17th ASEAN Summit in Hanoi, Mexico Philharmonic (Mexico), The National Symphony Orchestras of Venezuela, Cuba, Chile, Colombia, Peru, Panama, Guatemala, Honduras, Costa Rica, Ecuador and Uruguay (S.O.D.R.E).

He became Music Director of the Philippine Philharmonic Orchestra on May 2016.
